I don’t know enough to know how much the Cambodian side has given up. I do know that this whole border situation is not going to be resolved in a few short actions and whichever side shows greater patience in achieving their objectives will likely prevail.
Cambodia is not weak. Inaction doesn’t mean weak because sometimes a strategy of letting the enemy defeat itself is the best strategy, and I don’t think Thailand is as successful as many people including several diplomats may think.
