Thai Maj Gen Winthai Suvaree, has stated that Thai troops acted “in full compliance with the Rules of Engagement” when they fired shots that left a Cambodian civilian dead and 5 injured in Prey Chan village, O’Beichoan commune, O’Chrov district, Banteay Meanchey province, at 15:50 on Wednesday, November 12, 2025.
